• buy it for $6 and you can just log in to gog.com and download it quick and easy
• includes fix for screen stretch
• includes fix for mouse

CD

Installing from CD does work but you have to do some bullshit there are caveats:

• screen stretch
• mouse problem
• you actually need to put a cd in an optical drive, or, grab this patched outwars.exe: outwars-no-cd.zip

Elsewhere

If you want to get it from somewhere else that's fine, it will work.  Just don't ask us about it because we will always recommend gog.com since it is the simpler and requires less explaining.
